Experts Warn Desperate Putin Is Preparing One Last Blitz



Russian President Vladimir Putin is reportedly preparing a last-ditch winter offensive against Ukraine as mounting battlefield setbacks, economic troubles and manpower shortages place increasing pressure on the Kremlin. According to multiple military experts and analysts, Moscow may be hoping that a major escalation later this year can reverse recent losses and strengthen Russia’s position before any future peace negotiations.

The warnings come as Russia faces one of the most challenging periods since launching its full-scale invasion of Ukraine more than four years ago. While Russian forces continue to hold large portions of occupied Ukrainian territory, recent assessments indicate that Moscow’s offensive operations have stalled in several key sectors. Ukrainian forces have managed to slow Russian advances while simultaneously expanding their long-range drone campaign deep inside Russian territory.

Experts believe Putin could attempt to replicate and expand the large-scale infrastructure attacks Russia carried out during previous winters. Those strikes targeted Ukraine’s energy grid and civilian infrastructure in an effort to weaken public morale and pressure Kyiv into concessions.

Analysts now warn that future attacks could be even broader, potentially targeting railways, water systems and other critical infrastructure in an effort to create a humanitarian crisis and force negotiations on Moscow’s terms. Maria Snegovaya, a senior fellow with the Center for Strategic and International Studies’ Europe, Russia, and Eurasia Program, believes the Kremlin is likely preparing for another major escalation later this year.

“Putin will wait for the winter again to resume the large-scale strikes and create a humanitarian crisis to get concessions in the Donbas issue,” Snegovaya said to The New York Post. She cautioned that any renewed campaign could surpass last winter’s assault, when Russia launched record numbers of drones and missiles against Ukraine’s civilian infrastructure and energy network.

Kateryna Stepanenko, Russia team lead and deputy director of the Cognitive Warfare Project at the Institute for the Study of War, argued that mounting economic pressures are beginning to create serious challenges for the Kremlin.

“Russia’s gold reserves are being drained, the civilian market is seeing labor shortages and the economy has taken a significant hit,” Stepanenko said.

“There’s a challenging decision in store for Putin on recruitment, as he has seemed hesitant to take significant action over the political and economic costs,” she added. “A lot of these problems are finally catching up to Putin,” she added.

The reported planning comes amid growing concerns about Russia’s economic condition. According to recent analyses, Russia’s federal budget deficit has surged to more than $80 billion during the first five months of the year.

Government expenditures continue to rise as oil and gas revenues decline, creating increasing strain on the Kremlin’s finances. Russia has also reportedly experienced a significant decline in its gold reserves, while sanctions and wartime spending continue to weigh heavily on the economy.

Military recruitment has emerged as another major challenge. Analysts say Russia is struggling to replace battlefield losses at the same rate troops are being killed or wounded.

Reports indicate that recruitment numbers have fallen below monthly casualty levels, forcing authorities to offer increasingly generous financial incentives to attract volunteers. Some claim the Kremlin has expanded recruitment efforts to include university students and prison populations as manpower shortages worsen.

At the same time, Ukrainian strikes are increasingly reaching targets inside Russia. According to recent reports, Ukrainian drones have successfully attacked oil facilities, military installations and transportation networks far from the front lines. These attacks have disrupted fuel production and exposed weaknesses in Russia’s air defenses, creating additional pressure on the Kremlin.

During a recent appearance, the Russian leader dismissed Ukrainian President Volodymyr Zelensky’s proposal for direct talks and reiterated Moscow’s longstanding territorial demands. Reports from recent economic forums and public commentary suggest some Russian elites are increasingly concerned about the long-term consequences of the war. Inflation, labor shortages and slowing economic growth have become recurring themes in discussions about the country’s future. While public opposition remains limited, analysts say war fatigue is becoming more noticeable as the conflict drags on.

Several military experts caution that a winter offensive would not necessarily guarantee success for Moscow. Recent battlefield assessments suggest Russian forces have struggled to achieve significant territorial gains despite sustaining heavy casualties. Ukraine, meanwhile, has improved its drone capabilities and continues to receive support from Western allies.
