Iran’s Tasnim News Agency, which has affiliations with the Islamic Revolutionary Guard Corps (IRGC), reported that a potential memorandum of understanding (MOU) between Iran and the United States has not been finalized.
According to Tasnim, Iran has not notified the Pakistani mediator involved in the talks that any agreement text has been completed. The agency indicated that Iranian officials would inform both the mediator and the public once an MOU is ready.
This statement came in response to earlier reports on the same day from outlets such as Reuters and Axios, which described negotiators as having reached a draft MOU. Reuters reported that U.S. and Iranian negotiators had reached a memorandum of understanding concerning a 60-day extension of the existing ceasefire and the initiation of talks on Iran’s nuclear program.
These accounts built on weeks of indirect negotiations facilitated primarily by Pakistan. The discussions have focused on extending a ceasefire that took effect earlier in 2026 following military exchanges between the two countries. Key elements reportedly under consideration in draft proposals have included the reopening of the Strait of Hormuz for commercial shipping, the lifting of a US naval blockade on Iranian ports, the withdrawal of US forces from areas near Iran, and commitments related to non-aggression.
However, Iranian state-affiliated media and officials have consistently emphasized that certain issues, particularly those involving sanctions relief, asset releases, and the sequencing of nuclear-related matters, remain subjects of ongoing discussion. Reports from Tasnim and other outlets close to Iranian positions have highlighted remaining differences on specific clauses, with some noting that nuclear commitments are not part of an initial understanding.

Iranian President Masoud Pezeshkian addressed related matters on May 28, stating that the country must prepare for economic and political pressures in its interactions with the United States while avoiding what he described as humiliating diplomacy. Other Iranian figures, including lawmakers and military commanders, have noted progress in talks alongside concerns about predictability and the need for verifiable steps.
As of Thursday evening, President Trump has yet to announce any movement on a final agreement.
